Learning Leaders – Empowering Colorado’s L&D Teams
Welcome to the Learning Leaders Hub! At the Learning & Development Center (LDC), we’re proud to support agency Learning and Development teams across Colorado, providing resources, training, and guidance to help you empower your teams. This page is dedicated to the Learning Leaders who drive employee growth and foster a culture of continuous improvement within their agencies.
Who Are Learning Leaders?
Learning Leaders are L&D professionals across state agencies who champion training, development, and skill-building efforts for their teams. As experts in workforce readiness and talent development, Learning Leaders bring specialized insights to the unique challenges and goals of their agencies.
Our Commitment to Learning Leaders
LDC is here to partner with Learning Leaders, offering tools, training, and opportunities for professional growth to help you succeed. Through our collaborative efforts, we aim to:
- Foster Knowledge Sharing: Connect with other Learning & Development Leaders across Colorado, exchange best practices, and participate in state-wide L&D initiatives.
- Provide Resources and Guidance: Access a curated collection of tools, guides, and training materials designed to support your agency’s development goals.
- Return Resources to Agencies: Through training waivers, we’re empowering agencies by allowing employees to access critical skills training without financial barriers, creating a ripple effect of learning and development throughout each team.
Train the Trainer Programs
To build sustainable learning ecosystems within each agency, LDC offers Train the Trainer programs specifically for Learning Leaders. Our Train the Trainer approach enables agency L&D teams to:
- Develop In-House Experts: Equip your staff with the skills to deliver agency-specific training, reducing dependency on external resources.
- Customize Training to Agency Needs: Tailor program content to the unique requirements of your teams, ensuring practical, directly applicable skills.
Available Train the Trainer Courses:
- De-Escalation: Learn methods to manage and defuse tense situations effectively, equipping employees with strategies to maintain a safe and respectful environment.
- Emerging Leader: Prepare your future leaders with essential skills in communication, decision-making, and team management, fostering the next generation of state agency leaders.
These courses are designed to empower Learning Leaders with practical tools they can implement directly within their agencies, ensuring that valuable knowledge is shared and applied where it’s needed most.

Training Waivers and Accountability for Quality
LDC provides training waivers to facilitate access to critical skill-building opportunities, ensuring agencies have the flexibility to meet their workforce needs efficiently. Our commitment to quality extends to every training experience, especially those sourced through external providers. To ensure taxpayer funds are used responsibly, LDC supports agencies in:
- Evaluating the Quality of External Services: Using established metrics and feedback mechanisms, we help agencies assess the effectiveness of external training providers, ensuring these programs deliver on their promises.
- Measuring Return on Investment (ROI): By tracking engagement, skill acquisition, and application in the workplace, LDC enables agencies to monitor the impact of training investments and justify their value.
- Ensuring Fiscal Responsibility: Training waivers are issued with a focus on maximizing value for each dollar spent, supporting Colorado’s standards for transparent and effective use of taxpayer funds.
- Continuous Improvement Through Feedback: LDC gathers regular feedback from agencies and participants to refine vendor selection and improve program offerings, aligning with state values of accountability and operational excellence.
