Colorado WINS (COWINS) and the State of Colorado have begun negotiations of their first ever collective bargaining agreement. The first steps included the State sharing employee engagement results from surveys conducted over the last year with COWINS. Updates will be available on this website following negotiations.
The State of Colorado and Colorado WINS, the state employees’ union, continue to negotiate our first ever collective bargaining agreement that will define the wages, benefits, and working conditions for covered state employees across Colorado. Over the past few months, the teams have met weekly to discuss shared interests and proposed language to include in the agreement. As of this week, the teams have provisionally agreed to nine articles to be included in the agreement which are: Parties to the Agreement, Duration of the contract, Dues and Deductions, New Employee Orientations, Seniority, Temporary Employment, Access to Personnel Records, Separability, and Labor Management Meetings. This Agreement is designed to create opportunities for collaboration between the State and COWINS working toward improving employee satisfaction, productivity and efficiency through trust, fairness and open communication between employees and the State.
The teams will continue to meet on a regular basis with the goal of completing a final draft of the Agreement this Fall.
Colorado WINS, the state employees’ union, and the State of Colorado have made progress during the last couple of negotiation sessions working on our first ever collective bargaining agreement (Partnership Agreement). The teams were able to agree on language for a number of proposals today, Feb. 23, 2021, that have been shared over the last few weeks. At the end of the Feb. 23, 2021 session, COWINS provided the State five more proposals to review and provide comment on in the next few weeks.
Both teams are encouraged by this progress and are hoping to work through non-economic proposals by the end of March before working on economic proposals.

The teams started by sharing results from surveys conducted over the last year. We were very encouraged that both teams had received similar responses from our employee groups.
COWINS has presented proposals from a comprehensive package of non-economic proposals to the State for discussion including the COWINS proposal on Non-Discrimination which includes a revised process by which discrimination against state employees would be addressed at the State. This proposal also creates a partnership between the Union and the State in taking a comprehensive approach to advancing equity for all throughout state services and programs, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality. The State provided that much of this proposal was in line with our current EDI program.
The State also shared several issues for resolution and discussion in support of the State’s desire to become an employer of choice.
At our weekly sessions, the parties will have the opportunity to respond to each other’s proposals and introduce new proposals.
